The HR Administrator is directly accountable for leadership, oversight, daily administration, and continuous improvement of assigned HR functional areas.

This role develops and establishes a strategic approach to human capital management and works to create consistent application across the City’s departments. It is responsible for developing division strategies, plans, and goals, developing and implementing unit policies, processes, procedures, and programs to ensure appropriateness and consistency. This role helps to develop, recommend, and interpret the City’s rules and policies; ensures appropriate application of HR support; and manages vendor relations, activities, and systems, where and when applicable.

ABOUT THIS JOB
Position Specific Summary:
 
The Human Resources Projects Administrator position at the City of Tucson’s Human Resources Department is responsible for managing and supporting a variety of strategic and operational initiatives. This position conducts research in relation to human resources projects and programs, coordinates citywide retention efforts, supports recruitment activities across all levels, and manages annual Administrative Directives and related policies.
 
Work is performed under the supervision of the Director of Human Resources. This position may exercise supervision over human resource personnel.
 
Duties and Responsibilities
 
Develops, organizes, coordinates and administers human resources programs and projects. Provides education, guidance, and support in the areas of expertise. Conducts research on current trends and developments in HR, including changes to rules and regulations that impact practices. Offers back-up support to HR staff, as needed. Manages the full lifecycle of new initiatives and programs, ensuring alignment with HR goals and objectives. Monitors and evaluates programs and projects for effectiveness.
 
Collaborates on problem-solving, research, and solution development, and supports the execution of team and departmental goals. Compiles and analyzes statistical data; prepares special reports, summaries, and responses to inquiries. Researches and helps implement internal and Citywide best practices. Prepares and presents information and publications; obtains and shares relevant data. Provides recommendations and proposed solutions on a range of issues and assists with policy development and coordination.
 
Develops and recommends HR policies, processes, and procedures to ensure consistency and effectiveness. Monitors and evaluates operational performance and implements necessary changes for improvement. Reviews business processes, systems and changes that may impact existing workflows. Collaborates with HR leadership and internal stakeholders to develop strategies that reduce litigation risk and support compliance. Collects, analyzes, and reports metrics to evaluate efficiency and outcomes.
 
Acts as a Subject Matter Expert (SME), providing interpretation and guidance on city policies, labor agreements, Arizona Revised Statutes, Civil Service Rules, the City Charter, City Code, Administrative Directives, and other applicable regulations. Applies HR standards and ensures adherence to internal controls and regulatory requirements. Works with HR Leadership and the City Attorney’s Office on potentially litigious matters.
 
Provides input and oversight on strategic and programmatic initiatives across all HR functions. Promotes collaboration among internal and external stakeholders and ensures timely, accurate communication throughout the organization. Serves as a member of the HR Management Team, contributing to the department’s overall leadership and direction.
 
Contributes to strategic planning, problem-solving, and goal execution. Establishes and utilizes key performance metrics to align resources with priorities and improve outcomes. Develops and modifies procedures to enhance operational efficiency.
 
Provides leadership and training for designated staff. Supervises manager task assignments, workload management, and resolves daily operational programs. Evaluates performance and participates in corrective actions. Resolves employee relations conflicts and authorizes time-off requests.
 
Performs all other duties and tasks as assigned.
 
Working Conditions:
Mostly office environment.
Requires on-site presence. Travels on occasion.

MINIMUM QUALIFICATIONS
Education: Bachelor's Degree

Experience: Five (5) years of directly related experience.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications:

Experience in the following HR functional areas:
Recruitment, classification, compensation, corrective and disciplinary action

Training and development, interpretation and application of laws, rules, policies and procedures.

Appeals, grievances, or hearings; performance management, program or policy development.

Performance reviews, career counseling, organizational analysis or development, employee recognition or other functions Relating to human resource management.

Experience in change management or related experience.

Human Resource experience in a public entity setting.

Advanced-level experience with Workday

Professional certification from a recognized human resource/personnel association.

License/Certifications: Valid and unrestricted Arizona Class D Driver License
